кодекс-это свод нескольких объединенных законов. по иерархии, то есть по силе законодательных документов,во-первых у нас идет конституция,во вторых-кодекс, и только после кодекса уже идет соответственно закон. парламент занимается разработкой и внедрением кодекса,а значит и законами.изменять конституцию имеет право только народ, и для того,чтобы внести изменения в конституцию,нужно согласие народа.
