Проблемы, с которыми столкнулись республики бывшего Советского Союза и другие страны коммунистического блока с переходной экономикой, были пугающими: необходимо было перейти от одной ценовой системы искаженной системы цен, преобладавшей при коммунизме, к рыночной системе цен; создать рынки и институциональную инфраструктуру, которые легли бы в основу новой системы ценообразования; осуществить приватизацию всей собственности, которая ранее находилась в руках государства.
