В далеком будущем земляне колонизировали Луну и начали добычу полезных ископаемых. Крупные корпорации, принадлежащие различным странам, ведут борьбу за доступ к богатым месторождениям. Американцы не доверяют русским, те пытаются перехитрить американцев, все подозревают Индию и ненавидят корпорацию «Галактический странник», монополизировавшую поставки кислорода на Луну. Когда на территории, контролируемой США, происходит взрыв, правительство решает, что это теракт и отправляет на Луну секретного агента для проведения расследования…
