Мы начали строить исключительно миролюбивое государство и отказались от подхода к обеспечению собственной безопасности методом сдерживания «вероятного противника». В основу нашей внешней политики мы заложили интеграционные принципы многовекторности и взаимного доверия.
Достаточно острой проблемой для многих стран региона является неурегулированность территориальных вопросов с сопредельными государствами, что, конечно, не способствует укреплению атмосферы доверия и сотрудничества. В настоящее время азиатский субконтинент фактически изобилует «горячими точками», возникшими в результате территориальных претензий.
В этих условиях, если бы Казахстан решил сохранить ядерное оружие, дальнейшее развитие событий в регионе могло развиваться только по негативному сценарию [35, с.22].
Наличие значительного числа неурегулированных конфликтов в Азии повлекло бы за собой проблемы в сфере разоружения и контроля над вооружениями. При этом недостаток доверия между государствами неизбежно привел бы к дестабилизирующему накоплений вооружений, включая оружие массового уничтожения.
Гонка вооружений подталкивает ее участников к вооруженному противостоянию – получился бы замкнутый круг, который губителен для самих стран, непосредственно вовлеченных в конфликт, так и для всего азиатского региона в силу предсказуемости последствий военных действий в условиях обладания ядерным оружием.
В то время мы понимали, что обеспечить безопасность в регионе возможно только напряженными совместными усилиями.
