Как и любая другая яркая политическая идея, Фашизм является одновременно и практикой и теорией. Практикой, в которой доктрина (идея) является постоянной, и теорией, доктриной, которая основывается на данной системе исторических сил, остается внедренной в эту систему и работает вместе с ней. Следовательно, она (доктрина) имеет форму, соотносящуюся с обстоятельствами места и времени, но также имеющую определенное содержание мыслей, которые поднимают ее до уровня Формулы Правды, величайшей в истории мысли. В мире, ни один человек не действует так, чтобы духовно доминировать над другими без краткосрочной и частной идеи, следуя которой необходимо действовать, и без глобальной, стратегической идеи, которой подчинено его бытие и жизнь. Чтобы узнать человека, надо его знать; также, чтобы узнать человека, нужно узнать его реальность и ее законы. Не существует концепции государства, в основе которой не лежала бы концепция жизни: философии, традиции, системы идей, которые собраны в единое, целое мировоззрение или даже веру, которая всегда, как минимум виртуально, представляет концепцию мира.
